Planting and cultivation licence

How to apply for a licence for planting/cultivating on a public road, pavement or verge.

Suffolk County Council reviews its fees on an annual basis. Please make sure you read through the application form to understand the current fees and conditions before you apply as these fees are generally non-refundable. Applications require 20 days notice to be processed.

Before you apply

Your application may be rejected if the proposed site is considered to be potentially dangerous to the public.

A licence is needed to plant or cultivate within the highway. 

  • Trees
  • Shrubs
  • Amenity areas

This list is not exhaustive, and we'll consider other items.

Licences are only issued to:

  • district or borough council
  • town or parish council
  • other organisations e.g. Bury In Bloom
  • a member of the public who'll need to provide us with written confirmation of support from their local council.
